Have a valid NJ Firearm ID and own a handgun

To apply for a NJ Permit to Carry, you must hold a valid NJ Firearms Purchaser ID card and own a handgun registered in NJ. The Firearm ID Card is issued by the New Jersey State Police to individuals who pass a background check and meet federal requirements to purchase or own a firearm in the state. If you don't have one or need to renew, you can start the process here.

Get trained and prepared

Firearms training is the smartest way to prepare for the CCARE (Civilian Carry Assessment and Range Evaluation) protocol — New Jersey's official qualification standard: 50 scored rounds on an FBI Q-target from 3, 5, 7, 10 and 15 yards, with 80% (40 of 50) required to pass, plus safe drawing from concealment and re-holstering. Fail, and you'll pay to retake it elsewhere. Our concealed carry classes cover gun safety, marksmanship, holster work and the required Use of Force classroom training, so you walk onto the firing line ready.

Pass the CCARE protocol or qualification exam with a certified instructor

The NJ PTC qualification we administer has three components: in-person Use of Force (deadly force) training, the CCARE live-fire shooting qualification, and demonstrated safe handling throughout. Urban Tactical Firearms is certified to facilitate the full exam, and every qualification happens at our Marlton, South Jersey location. When you pass, we complete your SP 182 certification — the Permit to Carry Safe Handling and Proficiency form — on the spot, so you leave with the document your application requires.

Submit your NJ PTC application

Applications are submitted online through the NJSP Concealed Carry portal with your key documents: proof of NJ residency, your Firearms ID card, proof of Use of Force training, and your passed CCARE qualification with SP 182 certification. You'll also provide fingerprints (if not on file), pass a background check, and submit a Mental Health Consent form. Out-of-state applicants — including Pennsylvania residents — apply through the New Jersey State Police instead of a local police department. What are the requirements to apply for a NJ Permit to Carry a handgun?

What training is required for the NJ Permit to Carry a handgun?

You are required to complete the following:

  • Use of Force (in-person classroom component): covers the legal and practical aspects of using force, ensuring you understand when and how to apply force responsibly.
  • Live-fire qualification (CCARE): you must fire a minimum of 50 scored rounds using an FBI-type Q-target, with at least 10 shots from each of these distances: 15, 10, 7, 5, and 3 yards. A passing score requires at least 80% accuracy.
  • Safe handling and proficiency: you must demonstrate safe holstering, unholstering, and reloading during the course, including safely drawing the weapon from a secured holster before firing and re-holstering after completing the round.
Do I need any other training to help me qualify for a NJ Permit to Carry a handgun?

Yes! Obtaining a NJ Permit to Carry requires more than paperwork — it's about having the knowledge and skills to responsibly and safely carry a firearm. If you have little to no experience handling firearms, these courses along with Use of Force will prepare you to pass the CCARE Protocol Qualification Exam with the required 80% or higher:

  • Basic Pistol: learn the fundamentals of a handgun.
  • Gun Safety: safe handling, loading and unloading, and secure storage to prevent unauthorized access — especially by children.
  • Marksmanship: grip, sight alignment, trigger control, and breath management for precise shooting.
  • Holstering: safe and effective holstering techniques so you're always ready and secure.
How much is the application fee for a NJ Permit to Carry a handgun?

A $200 application fee is required ($150 payable to the municipality where you are applying and $50 payable to the State of NJ).

This fee is non-refundable — even if there is an error in your application or you fail the Qualification Exam, you will have to resubmit your application and pay the fee again.

How long does it take to receive your NJ Permit to Carry a handgun?

Approval timelines vary by municipality — some applicants receive their permit in under 30 days, while busier townships can take longer. Errors on your application add time, which is why our VIP package includes application handling to get it right the first time.

Do you offer NJ Permit to Carry renewal and requalification?

Yes. A NJ Permit to Carry is valid for two years, and renewing requires a current qualification — the same Use of Force and CCARE requirements as your first permit. Our Expert/Renewal package ($199) is built exactly for this: requalify at our Marlton, South Jersey range and leave with the certification your renewal application needs. Customers from our Jersey City location are welcome at any South Jersey session.

Can Pennsylvania or other out-of-state residents get a NJ Permit to Carry?

Yes. New Jersey doesn't honor any other state's carry permit, so a NJ PTC is the only way for non-residents to carry legally here. Out-of-state applicants — including Pennsylvania and Philadelphia-area residents — apply through the New Jersey State Police rather than a local police department, and you can complete the required Use of Force training and CCARE qualification with us in Marlton, about 20 minutes from Philadelphia.

What is the SP 182 form?

The SP 182 is the Permit to Carry Safe Handling and Proficiency Certification — the form a certified instructor completes when you pass your Use of Force training and CCARE live-fire qualification. You'll upload it with your NJ Permit to Carry application or renewal. When you qualify with Urban Tactical Firearms, we complete your SP 182 the same day you pass.

What happens if I fail the CCARE qualification exam?

Normally you'd pay to retake the qualification — and the $200 state application fee is also non-refundable if your application fails. That's why our VIP, Novice and Mid-level packages include a free exam re-try: if the nerves get you the first time, you shoot again on us.

NJ Firearm ID Card and Permit to Purchase a Handgun

What is the difference between a NJ Firearm ID Card and a Permit to Purchase a handgun?

NJ Firearms Purchaser Identification Card (FPIC):

  • Purpose: required for buying and owning rifles, shotguns, and ammunition in NJ.
  • Application: involves a background check, fingerprinting, mental health check, and references.

Permit to Purchase a Handgun (PPH):

  • Purpose: required for buying handguns in NJ, with each permit valid for one handgun purchase.
  • Validity: 90 days, extendable by 90 days.
  • Application: same process as FPIC.
  • Limitations: one handgun purchase per 30 days unless exempted.

Summary: FPIC covers rifles, shotguns, and ammo with unlimited purchases, while PPH is for handguns and allows only one purchase per permit.

What are the requirements when applying for a NJ Firearm ID card and/or permit to purchase a handgun?
  • Must be 21 years of age or older for a handgun purchase permit and 18 years of age or older for a NJ Firearm ID Card
  • Never been convicted of a felony
  • Must not have any outstanding arrest warrants
  • Must not have any restraining orders against you

What is an ORI number and how do I get it?

An ORI number (Originating Agency Identifier) is a unique identifier assigned by the FBI or a state law enforcement agency to organizations authorized to conduct background checks and access criminal history information.

Contact your local police department to obtain your ORI number. This number is required to begin the online application process.

When do I have to go get fingerprinted for my NJ Firearm ID Card?

If you have never been fingerprinted for firearms purposes, you will need to go for fingerprinting — follow the instructions in your application confirmation email to schedule your appointment. If you have been fingerprinted before for firearm purposes, then upon completion of the form and payment you will have completed both the Firearms Application and 212A requirements.

How long does it take to receive a NJ Firearm ID Card and/or permit to purchase a handgun?

Less than 30 days, but it could take longer — timing varies depending on your local police and/or errors with your application.

All Firearms Purchaser Identification Cards and Permits to Purchase Handguns are now electronic. You will receive access to your Firearms Purchaser ID card in your approval email, along with confirmation of your E-Permits — provide that email to a NJ retail firearms dealer, who can execute your E-Permit.

How much does a NJ Firearm ID Card and handgun purchase permit application cost?

  • $25 for each handgun purchase permit
